Use A Metafield In Conditional Visibility

Please read these knowledge base articles:

Add conditional visibility to your Shipping Metafield to show if it is populated
Add another text with a standard shipping message that shows if it is not populated
Switch the product source to a product where it is not present.
On the product with the metafield populated, the text should showOn the product with the metafield empty, the text should be hidden
Bonus: try adding conditional visibility to show if it has a specific value and then repeating the process
